Samuel Guzmán is an attorney in the Regulatory Practice of Arteaga Gorziglia. He specializes in public and contentious-administrative law, with emphasis on energy, environmental, natural resources and regulated markets.

  • Advised and represented Acciona Energía in a discrepancy filed before the Panel of Experts of the General Law of Electric Services regarding the validity and effects of a request for Open Access to electricity transmission facilities.
  • Advice to different actors of the energy sector in multiple Open Access processes, both for the connection of generation projects to third party transmission facilities, as well as in their capacity as owners of such facilities.
  • Advice and representation to Amanecer Solar SpA in discrepancy presented before the Panel of Experts of the General Law of Electric Services in relation to the programming of the operation of the National Electric System.
  • Advice and representation of several companies in connection processes of Small Means of Distributed Generation (PMGD), as well as in controversy processes followed before the Superintendence of Electricity and Fuels.

  • Advice and representation of company in the Punta Arenas Medium System in discrepancy presented before the Panel of Electric Experts regarding the four-year process of Planning and Tarification of the Punta Arenas, Puerto Natales, Porvenir and Puerto Williams Medium System of the National Energy Commission.
